First: today's school districts and Kyoto's historic moto-gakku districts are different

In Kyoto City, the public elementary and junior-high school a child attends is determined bythe current attendance zone based on address and lot numberand Kyoto does not operate an open school-choice system. Meanwhile, historic 'moto-gakku' districts are still used for festivals, neighborhood associations and local history. Kyoto City itself explains that the two systems are different.[京都市教育委員会]

In this article, schools use the current attendance zones、population and local history use Kyoto City's census statistical areasThe key is not to force them into the same boundaries.
