Opening a Shop in Kyoto | Property Search, Shopping Streets, Permits & Launch

When opening a shop in Kyoto, choosing a location only for tourist volume is risky. Are your customers local or visiting? Daytime or nighttime? Because customer profiles differ greatly by neighborhood, define the business before choosing the property.

1. Decide who your customers are before choosing a shop property

A shop targeting tourists and shoppers at Shijo-Kawaramachi has very different rent tolerance and opening hours from one serving neighborhood regulars in Nishijin or Sakyo. Decide whether you rely mainly on passersby, destination customers, or local repeat customers before choosing the area.

2. Common areas to consider in Kyoto

Shijo / KawaramachiHeavy foot traffic, but you need sufficient spend per customer and turnover to cover high location costs.
Karasuma-Oike / Shijo-KarasumaWorks well for services and food businesses targeting office workers and urban residents.
Nishijin / Kamigyo WardGood for smaller shops tied to local customers, culture, and craftsmanship.
Sakyo Ward / Ichijoji areaStudents, residents, and independent-shop culture overlap, making it a good fit for specialized concepts.

3. Before signing, confirm you can legally operate there

A shop cannot be chosen by rent and size alone. Depending on the business, health-office 営業許可, fire-safety equipment, building use, exhaust, plumbing, signs, and operating hours may all need review. Restaurants in particular should check facility standards for operating permits before signing a lease or ordering major interior work.

Even in a fitted-out former shop, “the previous business operated here” does not mean your business can operate unchanged. Confirm with the relevant authorities for your business type, equipment, and renovation plan.

4. Shopping streets are another option

Kyoto City supports collaboration between shopping streets and private businesses and the use of vacant storefronts. In FY2026, the “Shopping Street Collaboration Creation Program” included support for eligible startups opening a business location in a Kyoto shopping street, including rent and fit-out costs. It does not apply to every new shop, so treat it as an option when the conditions fit.
