Check the program first, then decide the order of purchase and construction.
Some subsidies require action before signing a renovation contract, placing an order, or starting work. Check eligibility while you are still considering the property, not after you buy it.

Do not choose an existing home based on subsidies alone
Eligibility for a subsidy does not mean the home is a good purchase. For older detached homes in Kyoto, also check seismic safety, leaks, tilt, encroachments, rebuildability, road access, renovation history, and insulation performance.
